Cavendish delivered a strategic government relations and reputation programme designed to strengthen Bouygues’ visibility and credibility across UK political audiences.
We developed a narrative positioning Bouygues as a long-term UK infrastructure partner — highlighting the company’s decades-long UK presence, extensive SME supply chain and role in delivering nationally significant infrastructure.
This was supported through targeted engagement with MPs, Peers, advisers and senior officials, including stakeholders involved in nuclear policy, Sizewell C and wider energy strategy.
Alongside this, we delivered policy engagement with departments including DESNZ, DBT and No.10, while helping bring together the company’s multiple UK brands into a more coherent Westminster-facing narrative.
Throughout the programme, Cavendish provided ongoing strategic counsel around political positioning and geopolitical sensitivities linked to foreign ownership.
The challenge
Bouygues delivers major UK projects across nuclear, transport, housing and energy infrastructure.
Despite being a significant strategic supplier, the business had relatively low visibility in Westminster and Whitehall, limiting engagement with senior decision-makers shaping infrastructure and energy policy.
This challenge intensified following Brexit, as political sensitivity increased around foreign-owned businesses operating in strategically important sectors.
For Bouygues, success depended on establishing itself not simply as an international contractor, but as a trusted long-term UK partner — demonstrating decades of UK investment, delivery and supply chain relationships while aligning with national priorities around energy security, infrastructure and growth.
