Background
Ediston Real Estate, under the Clydebuilt Limited Partnership, brought forward transformative regeneration plans to redevelop the Shawlands Arcade Shopping Centre in the city’s southside. The proposals involved the large-scale redevelopment of the Arcade to a mixed-use development including Build to Rent (c. 600 units), retail and an enhanced public realm.
Strategy
Following submission of applications in principle and detailed proposals, Cavendish supported the wider project team to engage key stakeholders and mobilise support from politicians and members of the public.
Despite a strong anti-group, led by local residents and Living Rent Campaigners, Cavendish generated a significant number of material supportive representations, changing the narrative that no one in the area wanted to see the site redeveloped and instead showed that there was a mix of views.

results.
The support mobilisation, coupled with member engagement, saw both applications approved by Glasgow City Council’s Planning Applications Committee in March and September 2023.
Following the successful approval of the Planning Permission in Principle (PPiP) Application in March 2023, it was determined that the detailed application would be determined at a hearing. In preparation, Cavendish identified and successfully mobilised supporters to speak in support of the development of the hearing.
