Cavendish supported Muse Places in securing planning approval for the transformation of the former Novartis site in Horsham — a major brownfield regeneration that will deliver 244 high-quality new homes.

The site, vacant since 2014, was safeguarded for employment use in Horsham District Council’s Local Plan, presenting a significant policy challenge.

Cavendish was appointed to lead on public consultation and political engagement, helping to build understanding of the site’s potential for housing and to demonstrate the public benefits of redevelopment.

Strategy

Cavendish designed and delivered a targeted engagement strategy focused on transparency, evidence, and collaboration.

We organised a well-attended community conversation at Roffey Millennium Hall, alongside a digital consultation platform that reached over 425 local visitors.

We held briefings with members to address policy concerns and align the proposals with local housing priorities.

Through clear, evidence-based messaging, we articulated why reusing this brownfield land for homes offered greater community value than retaining it for outdated employment uses.

Feedback showed that 60% of respondents supported housing-led regeneration, highlighting strong local backing for new and affordable homes and public green spaces.

Following this comprehensive engagement, members of Horsham District Council’s Planning Committee approved Muse’s application in October 2025, recognising the project’s contribution to meeting local housing need and revitalising a long-vacant site.​

The decision marks a major milestone in Horsham’s regeneration journey. Cavendish’s communications and engagement strategy helped secure political confidence, shape local support, and unlock a complex site for a high-quality new neighbourhood.
