A new sports & leisure-based community for Horsham.
Background
Cavendish Consulting supported Generator Group in promoting a new community near Southwater, featuring 800 homes alongside sports, leisure, educational and charitable facilities to create a vibrant, health-focused neighbourhood.
Strategy
We worked closely with the client to develop a strong brand identity and strategic positioning that united partners around inclusive design, active living and sustainable growth.
Engagement was central to success. We facilitated collaboration with local sports clubs, schools and charities to align priorities and form a steering group that became a credible community voice. Two rounds of public consultation gave residents and organisations meaningful input, supported by a video of local testimonials that brought the vision to life.
Our advocacy generated strong momentum. During the Regulation 18 Local Plan consultation, the project received 94 letters of support – the highest for any site. As the outline application progressed, we re-energised supporters through digital campaigns and in-person outreach, securing over 280 further letters. Endorsements from England Golf, Sport England, the PGA, the National Autistic Society and Mencap reinforced the scheme’s inclusive focus.

Though initially refused by Horsham District Council, the scheme was approved on appeal, recognising the strength of proposals and community backing.
