Background
KD 5 Limited proposed a 36MW data centre on Kenwood Road, Stockport — set to become the largest in Greater Manchester, supporting the region’s digital infrastructure and strengthening the local tech sector. The project transforms a former concrete manufacturing site, replacing heavy industrial use with a modern, sustainable and highly secure data facility.
Strategy
Cavendish led a comprehensive communications strategy, delivering:
• Pre-consultation research and targeted political engagement with Stockport Council leaders, planning committee members, and MP Andrew Gwynne.
• Public consultation including a branded community newsletter, a dedicated project website, Freephone Information Line, and virtual 1:1 meetings with nearby residents to address potential impacts.
• Media relations to manage messaging, promote a virtual exhibition, and highlight the project’s regional benefits.
• Post-submission engagement to maintain stakeholder support, provide updates, and encourage advocacy.
The
results.
The application has since been approved and construction is now underway. The project garnered high-profile support, with Andy Burnham, Mayor of Greater Manchester, attending the start on site and publicly endorsing the development. Cavendish’s engagement strategy secured political backing, strong community awareness and consistently positive media coverage.
