Our role

Cavendish worked with Terrence Higgins Trust Cymru to develop and deliver a government relations and public affairs programme designed to strengthen political support for the first ever HIV Action Plan for Wales. 

Working across the Senedd, Welsh Government and wider health stakeholder environment, we supported direct political engagement, parliamentary activity and stakeholder events designed to build visibility and momentum around the campaign’s objectives. 

We helped strengthen cross-party understanding of the policy changes and public health actions required to achieve the ambition of ending new HIV cases by 2030. 

Following publication of the Action Plan, we also facilitated engagement between Local Health Boards, clinicians, Welsh Government officials and wider stakeholders to support understanding of delivery priorities and Terrence Higgins Trust Cymru’s role within implementation. 

The challenge

Despite major medical advances in HIV prevention and treatment, achieving the goal of ending new HIV cases required sustained political commitment, public health coordination and long-term policy delivery across Wales. 

For Terrence Higgins Trust Cymru, the challenge was not simply securing a government commitment to an HIV Action Plan, but building the political momentum and cross-sector support needed to ensure meaningful implementation and long-term delivery. 

The organisation needed to strengthen political understanding of HIV policy priorities, build cross-party backing and position itself as a trusted partner in delivering the Welsh Government’s ambitions around HIV prevention and sexual health.
