Senedd Reform

The implications for influencing.

Preparing for 2026

In May 2026, the Senedd will undergo a significant transformation, expanding from 60 to 96 members. This change will be accompanied by the introduction of a new proportional electoral system.

Historically, the Senedd has operated under a partially proportional system, with no single party achieving overall control since its inception in 1999.

While we anticipate different election outcomes compared to the past 25 years, these changes will primarily be driven by the current political climate rather than the new proportionality of the system.

The likelihood of an evenly balanced 2026 Senedd Election campaign, the enlargement and reform process, and a large number of retirements mean there will be many new Senedd Members following the election.

Now is the time plan how to engage with the parties, feed into the draft manifestos and influence the policy activity for the next four years. Cavendish Cymru is here to guide and support you with the influencing process, identify priority engagement across the parties and work on key messaging to maximise your impact.
